The roads were always clear of most non-police traffic whenever I was chased for some reason. You could only see logging trucks and car haulers apart from the cops. Maybe that was only in the PS2 version of Carbon
friend let me tell you, hit speedbraker before roadblock = pure chaos for police. its make more damage and also easy to control when your car get surrounded.

There is unkown reason why there is no police helicopter during the pursuit. But there a scene of busted in carbon.
