As someone who never welder before but wants a machine powerful enough (amps?) to handle this level fabrication, what type of arc welder do you recommend?
I would go with a welder that's approximately 180 amps. This will allow you to make single pass welds on 3/16" material which will be as thick as you're likely to work with commonly. If you need to weld thicker material, you can do multiple passes. I'd recommend a Lincoln welder - the 180HD is a good choice. Other brads are worth looking at too - check reviews in this regard. Make sure you go with a MIG welder rather than a gassless wire feed! All the best!

The rivets can be drilled out using a 3/16" drill bit. There is a slight chance of opening the holes up if not being careful so it's important to be accurate with the drilling. New rivets are used in the same holes for the final installation. If a person accidentally enlarges one or more of the holes during removal then larger diameter rivets could be used or Riv-Nut style fasteners could be used instead.
