While trying to confirm if this was true which it was, I typo delta p as detla 1 then delta q. Which both of those keys were on the complete wrong side of the keyboard.
Carriage bolts because those were the only ones that fitted, and of course nobody ever put a nice coat of grease on the threads ever. Time to break out the sparkly wrench and get those studs nice nad red hot first, then allow to cool a little before giving them a bath in automatic transmission fluid, then take another nut and weld to the stud, and try to undo them. That has a good chance of getting half of them out, the rest will fight you all the way. New bolts, nicely greased, and a nice grease coat on the lip and the side of the panel, will mean the next guy will get it open. BTW, that 1/4 NPT nipple is there to allow you to see if the level under the portal is low enough to open, without flooding the turbine room.
2:09 your insert there is relieve preasure negative or positive before opening, thanks to the natural or the pit. We had quite a few pit caps that contained one at the water treatment plant. Anything bolted in with a open line can bring or remove air.

I bet that pipe plug in the hatch is a vent for any trapped air in the chamber when it goes from being blocked with stop logs to back flowing it could have air trapped in the back of the chamber limiting the flow

Well, squares are harder to round off than hexes, and the thinking was probably to put a regular wrench on the square part of the carriage bolt after loosening the jam nut.

You're so sinister... BTW - the plug-hole I believe is a pre-open test hole, to look for water pressure before you open the top. The bolts-with-jamb nuts - release the jamb, and the bolt should come out. The type of bolt gives you leverage under the head with a wrench, after the jamb nut is released. No, Nickel Anti-sieze was the friend of the millwright aprentice who installed the bolts, jamb nut, and washer on that setup. So much of a friend he didn't part with any of it. That's why they pulled the threads out with the one bolt. 😞

I would have used some PB Blaster on these, let it penetrate for a while, then, try turning them off. These were not grade 8 hardened bolts.
