Phoebe is a happy turtle! How deep does a turtle pond in Ohio need to be?

I believe they are meant to be three feet deep or deeper, but I have found that the most important thing is flowing water. My pond my freeze over, but the flowing water always makes sure that it does not freeze over completely and air exchange is still happening. I would say that my pond is about two feet deep.
