It's probably because Ram has big/fast buttons and high potential damage. Her neutral is still top class and she matches up well against a lot of the other top tiers. Either way, don't trust much on tierlists by top players. They are marred by apparent bias. A lot of pros will put their own characters and their friends' characters in a lower tier while gassing up others so their wins seem more legitimate. Ram is pretty good, but compared to quite a few other characters she doesn't meet the same criteria to be there amongst them
Ram's 216 k is one of the worst moves in the game. Super vulnerable and slow start up almost always fails. Almost nothing combos off it. You usually get punished even after landing it. If a Ram player uses it, thank them for helping you out.
if you're talking about 214K, it's not the best move, but it definitely has uses in her kit and gameplan. And it's not punishable on block, let alone on hit. If you're talking about 236K, it's pretty incredible for pressure and forces your opponent to act. You can absolutely combo off of it, and you're enormously plus after landing, so definitely not punishable when it lands.

High risk low reward. I've seen her punished after landing it as a hit and as an exclusive ram main it's always been bad when I use it

I'm also a solo Ram main, for the record. 214K's best use is to convince your opponent to sit still when you actually do 236K instead. 5H>214K frametraps jumps and basically anything else. You don't get much reward when it hits, but that's why I prefer to use it more often when I have meter to RC to convert on hit, or RC to mix on block. Worst case, though, it's unironically her safest blockstring ender. Niche uses are better counterhit 5H conversions and tiny amounts of meter gain during combos. Like during the CH 6P combo at 0:14
