That looks like Virginia spec ic CEs. My old district in Virginia had similar specs on their ic CEs. Many of theirs were longer and had luggage bays though.

@@TPTTCBAG they had a ton of older CEs with the Maxxforce 7 and the vt365. The 2016 and up ic CEs had led lights and luggage bays.
