That only tells you if it’s completely bad. It doesn’t tell you if the capacitor meets its listed specification or not. You would need a meter that can read microfarads.

there are plenty of videos out there for that
well if it leaks it is bad. Simple on AC or hvac systems. Smaller electronics need an esr meter to really diagnose.
