Ну, вообще то эти "русские в Луганске и Донецке" жили на этой территории веками, ещё со времён императрицы Екатерины. Так что тут скорее Украина взяла в 1991 территории с исконно русским населением. Ну, ладно, не в 1991, а в 1922, но в то время люди с этих территорий не хотели к УССР. Так что так. История вообще сложная, особенно в восточно-славянской тройке России, Беларуси и Украины.
