He's using some type of manual way of messing with that sample tracks EQ level in real time when he records the MPC to the Mixer or He sets an Envelope on the Mixer Track or He could of saved the MIDI changes to the EQ Filter. It's definitely an Equalizer (EQ) doing the filtering. On the MPC you can change the Freq and Resn but not sure if he's using that to do that effect.
