We need to end our dependency on China for these rare earth elements.

Good news for ME, well aware of MP in Cali (worst place for mining and milling) for yrs but didn't know about Wyoming or Alaska potential let alone coal related rare Earths.

Those American mining companies moved to China due to the abundance of ores and lack of environmental protection legislation, not possibly due to tax incentives from a poor country
The price of rare earth has been dirt cheap over the decades. I am sure America and Japan have stocked up a lot

They are in China because they have no health/environment regulations. So unless Wyoming can compete with that added cost...

I've watched videos that show areas around rare earth processing in china are dead zones.

So, Let China control rare earth supply? Real Smart. I suggest moving to California

Yeah bc they do it on the cheap, aka., do it WRONG, that's why we haven't been able to compete with them. As much as I loath government interference and subsidies in general, this is a case where it's required one way or another.

I wonder if Musk or somebody like him could figure out a better extraction method.

Stop the R&D!!! Contact Mountain Pass have the state offer incentives for them to start mining. Come on get going now. Not 20 years from now.
