Sorry for the delayed response. As mentioned in the video at 3:10 cut an arc from both the ends of the sector. Then from the intersection point of both the arcs, draw a line to the centre of the sector.

great video but when drawing the surface development just get division of the circle in the plan and mark 12 times to get your divisions

What do you mean by the bends? Do you mean the angle between each segment in the whole sector? If yes, that will be one eighth of the whole angle.

Yes, the same procedure is to be followed to draw the cone. Then we have to transfer the cut points.
