Like, they always gave us the options to fully customize vehicles that are tied to a specific property, but suddenly deciding to give us a big NOPE only for this van is confusing the hell out of me. I think they reason why they did is because of gta plus and sharkcards . If they allowed us to make the van faster we would finish the missions more quickly. They don't want people making money easily. Its also the reason for the ridiculous cooldowns for bounties.

Not everything is done because of GTA+ . only rockstar know why they do what they do And as for sharkcards there the reason every single dlc has been free for 10 years

Nope, in this case there is practically only one van (Model ID: policet3), the only difference being that it has some disabled upgrades. Speedo (NC - speedo4) it is a different model than Speedo (PV - speedo5)

It looks like the bail van is a modified version that should have been added with the canceled CnC DLC.
