She surpassed Kiyou years ago. Honestly Kiyou didn't improve since 2018. Grace and especially Hikaru sometimes seem being close to Rika's level they improved so much

Kiyou is even trained by Usami. Along with the hair cut they try too hard to copy Rikas recipe but Kiyou lacks snap and elegance.
