@Abhir Bansal optical fibre consists of 2 parts-core and cladding.the core being denser and the cladding(outer covering) being rarer therefore TIR can occur for incident angles greater than the critical angle..
It should had been " the refraction happen when the incident angle of dense material and its normal surface vector is less than 45 degree and total reflection when that angle greater than 45 degree"
