It's honestly crazy that they managed to make Hugh sleeveless, especially knowing that he has a skin problem if his arms are exposed.
I'm guessing it's either cgi or he can only for a short while

I’m assuming it’s for the scenes filmed on a set, and not the scenes filmed on location outside.
It's probably filmed inside with cgi or projection background
