- As a member of the legendary sannin, Jiraiya made his name as one of the most feared ninja in the Naruto universe. Equally as powerful as he was famous, Jiraiya's name struck fear into the hearts of ninja and even Itachi Uchiha warned Kisame to not fight him in battle and Obito once praised his power after the battle of Jiraiya vs Pain. However, even more impressive is the fact that this once former student of the third hokage was responsible for the training of the fourth hokage, Minato, and the seventh hokage, Naruto.
However, just how powerful was Jiraiya? Is he clearly in the upper tier of the Naruto universe in power of is he the weakest of the sannin? Itachi said the best they could hope for was a stalemate with jiraiya, but honestly he would have killed them both. Itachi killed half his clan including his parents, he would attempt to kill jiraiya if he could spy or not.
Itachi only said that to Kisame so they could leave. Itachi had already accomplished his true goal which was to let Danzo know he's still alive so he better not try to harm Sasuke since Hiruzen is dead and can't protect him anymore. Itachi one shotted Orochimaru, he could one shot Jiraiya too.

Didn't you see him seal amaterasu instantly, he would recognize the totsuka blade immediately. Itachi doesn't have the stamina to fight with jiraiya, and kisame doesn't have nearly enough experience.

Hanif miah honestly he might have been, tsunade was related to the first two with hashirama mentioning that he spoiled tsunade. We also see that everybody seems to just know each other in the village, the kids in particular all seem to play together, and that would be even more true back during the day of the first two hokage because the village was smaller. So I think it’s possible that jiraiya could’ve had some personal connection to those two from being friends with tsunade albeit not nearly as significant as his connection with the rest of the hokage

Its cuz he raised naruto like a father and was a father figure to him the father he never had. Also the teacher that went out of his way to personally train him. Easily one of the most respected people in naruto franchise. Great enough to be hokage but humbly took it down saying he's not fit enough to be hokage and suggests his former teammate. He is the definition of pervert, funny, loyalty, honourable, and great. The naruto fandom will always miss him.

I think people forget the Jiraiya was the most seasoned Ninja in Naruto. No one was stated to have as many ranked missions. When it comes to fighting Jiraiya, strength is not the only deciding factor. The abilities we know of are no the only ones. Almost every time Jiraiya was shown he had new abilities he used for different tasks. Using ma and pa is not a weakness as most characters in Naruto have a summoning or have a tailed beast. Anyone who says he can't win against the Akatsuki members, in a one on one, must not realize how strong Pain is. No one not even Obito wanted to throw hands with that man. I'm not saying Obito couldn't win but it wouldn't be a one-sided fight. For Nagato to acknowledge Jiraiya as a threat given that he knew his secret is all the facts you need. The members that have the chance to beat Jiraiya would have been Obito, Itachi, and Nagato (pain team). Honorable mentions are the likes of Kisame, Konan, Orochimaru. Everyone else lacks the experience to handle a Sage Mode user with more combat/mission experience than any member in any village. It's a bold statement and he was called Master Jiraiya for a reason. Masters are someone who "acquire complete knowledge or skill in (an accomplishment, technique, or art)."
Kisame forced guy in 6th gates and was still doing pretty well, plus took down bee with ease...think he edges Jiraiya tbh. Hes the most underrated character in the series

Bee still gave him one hell of a beating while protecting his friend and that giant ass raccoon. I don't think a Jiraiya vs Kisame scenario would be a stomp at all, but Jiraiya would eventually come out on top. The guy is too good.

I feel like a lot of people still over look Jiraiya
The way Jiraiya traveled the lands to ensure peace among the other ninja villages while repping Leaf in the process was vital to keeping as much peace as possible between the villages. He had the amazing forsight to see that not only should his village prosper but the others should prosper as well in order to keep peace among the clans.
In the fight against pain I feel like they downplayed jiraiya cause he didn’t use all of his jutsus when he fought him and pain was able to absorb his attacks even though he had sage chakra it doesn’t make sense
I agree. Also he seemed to know he would die because of his enemy being a mystery, and simply tried to send over the most important intel he could before he died. He didn’t seem to go all out, possibly because of him remembering his past students but I’m not sure.

Since when is rinnegan not able to absorb sage jutsu. Madara did to hashirama. Sasuke did it to Naruto.

Moses Moua yeah one of the pains absorbing naruto’s chakra turned to stone because it’s hard to control nature energy. Maybe it’s different because Jiraya didn’t fully master sage mode like naruto did, but that’s just a guess
Some points about your points you raise:
1. If Itachi could have killed Jiraiya he would have. He took out his entire clan. The very fact he didn't go in for the kill proves Itachi's statements are true. Itachi also never entered a fight he couldn't win. He refused to fight Jiraiya
2. Jiraiya being able to defeat 6 paths if he knew their secret again puts him far above any Konoha/ex Konoha shinobi that we know of with the definite exceptions of Naruto, Sasuke, Madara and Hashirama and puts him on the same kind of level as Hiruzen, Minato and Tobirama.
3. Jiraiya was shown capable of using chakra control in much the same way as Tsunade to enhance his strength, although he rarely used it - he definitely was capable of it.
4. Jiraiya's encounter with Naruto is a weird one - 4 tails did that to him but Jiraiya wasn't fighting him, he was trying to control him/contain him. If he wanted to he would win - easily.
5. You also forgot that when he couldn't mold chakra properly due to poison he still managed to make a swamp big enough to engulf a giant snake summon. The guys AOE was ENORMOUS, probably the biggest of any non Jinchuuriki/EMS user (other than Hashirama too lol)
6. He was perhaps the most versatile of all shinobi we've seen in terms of arsenal. He had no weaknesses of note. The thing holding him back from a higher tier was probably his speed - which wasn't as impressive as some others. However, senjutsu, 4 chakra natures all mastered to at least high-jonin level with fire being most impressive (we're now learning from Kashin Koji that Jiraiya has jutsu that rival/surpass Amaterasu), he was able to manipulate his own body, kinjutsu, needle jizo was a very underrated defence, he could literally merge with people's shadows, use S/T ninjutsu (albeit not as overpowered as Kamui), sound based Genjutsu (which is the most formidable form of Genjutsu) on a level where even a Rinnegan user couldn't break it (putting it on a similar level to Kotoamatsukami), he had a jutsu that let him use sensor abilities, he could become transparent (effective against anyone that doesnt have Byakugan or sensor abilities) and to top it all off, Lions Mane, which had enough force to kill one of Pains summons the second it was activated - shit like that could probably deal with Susano'o quite easily
7. Immune to Genjutsu when in Sage Mode, even when not, he had such large chakra reserves that Itachi doubted Tsukuyomi would work.
He is way more powerful than most give him credit for.

Also it’s been shown you can pull users out of their susanoo, Jiraiya has methods of doing that such as Lions Mane.
Aaaaand we know Itachi can’t use Susanoo for more than a couple of minutes. Even without Senjutsu he held off 3 paths of pain for 10 minutes. It’s easy for him.

I hated it when they called it "imperfect" sage mode that was such a retcon considering kishimoto was still hashing out sage mode even by the point in the manga then we got the PLOT of perfect sage but oh well still love sage mode. Also, feel like J-mans sage mode feels more true to being called the toad sage and using toad sage powers, especially how he morphs his body into more toad-like to increase his speed it was neat.

Its sage abilities is same as other sage users even better he can use the fire style and one of the toad will use toad oil he can cast genjustu with the help of the toad but the perfect sage naruto canot cast genjustu and no toad oil

the 3 sannin vs a bijuu is a good fight. Orochimaru was recruited to Akatsuki. Akatsuki was set up with the belief the 2 paired members could bring down a bijuu, so all 3 sannin together likely could.

He was massively underrated as a character. I think he is easily stronger than Orochimaru back then esp when you put his sage mode into account. Taking a surprise attack from 4 tails Naruto is insane and a testament to how durable he is. If he wasn't killed off the Akatsuki (and Obito) would have a tougher time achieving their plans

Jiraiya was the strongest alive during the time of his death. No one since Tobirama was more powerful than him. Oro was not as powerful as Jiraiya and we know this because Oro couldnt defeat Itachi but Jiraiya could defeat Itachi and Kisame together. Oro couldnt defeat Pain but Jiraiya could if he had figured out the 6 paths technique sooner.

Another jutsy I'd list which seemed extremely OP is his ultimate move in "Naruto Shippuden Ultimate Ninja 5" : he infuses fire chakra in the rasengan, as the jutsu is landed in the enemy it releases a fire tornado 🌪

What we don't take into consideration is that Jiraiya likely would adjust his fighting style against whoever, including Itachi. He has so much random jutsu there's no telling what we hadn't seen.

Itachi knew he could've easily beaten Kakashi with minimal effort but would have to put in some real work to fight Jiraya and make it out alive, and at that time he didn't want to risk a fight to the end because that would screw all his plans up. Kisame said it himself that he was way out his league and maybe Itachi could handle him.

Honestly in my perspective his fight against Pain started as an attempt to kill off his former students but then turned into a discovery/intel gathering mission as the fight went on and he was more interested in figuring out who they were. He could have easily avoided the final blow delivered by Pain but he wanted to confirm his suspicions and pass on the intel. I think even after sage mode he had many other tricks up his sleeve and would have gone farther in the fight had he chose to retreat and counter or just full on counter and summon Gama after surmising who Pain was.
This guy was seriously OP in the right way and I don't see many rivaling him except for a select few Kage's, Orochimaru, and maybe Itachi (Obviously I'm not including demi-god or god mode characters).

Prime Hiruzen has insane hype of mastering all the Jutsu in Konoha and having access to all 5 Nature Transformations. Considering that even old Hiruzen gave a really good fight to Orochimaru, Jiraiya has no hope against Hiruzen in his prime. However, I'd say he can beat old Hiruzen.
Jiraiya definitely can't beat Tobirama. Tobirama can use all 5 Nature Transformations, can use Hiraishin, and has invented many Jutsu such as Shadow Clones and Edo Tensei. I love making these. You got channels that go over how many billion jewels are generated by attacks, or channels that scale the characters by feats, but I wanted to do something different. I don't number crunch and I don't power scale, so I figured looking from a lore aspect and breaking down the various jutsu mechanics and padding a little lore into the videos would be something different.

He’s strong, around Itachi level. Personally I believe he could beat Itachi not through being a stronger character but just on match up.
Dark Swamp sinks Susano’o, close eyes and detection Jutsu to avoid genjutsu, can seal Amaterasu (albeit not instantly), and can cover himself with many summons. He has frog genjutsu stronger than the genjutsu Tayuya used to trap Itachi in genjutsu.
Also although he knew her abilities, let’s not forget he basically 1 shot Konan lmao.
Pervy Sage Itachi can look at Jiraiya’s hand seals and avoid the Dark Swamp. Even if it catches him, he can dry it up with Fire Style or feint it with a Crow or Shadow Clone. It’s also likely that Jiraiya’s already in a Genjutsu by the time he attempts this.
Speaking of Genjutsu, Genjutsu GG. Highly doubt Jiraiya can fight a whole battle without looking into Itachi’s eyes, at which point Tsukuyomi kills him off. Jiraiya even stated he’s bad at Genjutsu and has a worse Genjutsu score than Orochimaru in the databook, and Orochimaru got caught in Itachi’s Genjutsu. Jiraiya does have his sensory barrier, but he doesn’t have feats that say he can fight a whole fight blind like Madara or Kabuto. And even if that were the case, Itachi can still cast Genjutsu with his fingers.
Jiraiya’s sealing Jutsu for Amaterasu is very impractical in battle. He needs to write a deal on a scroll, which is impossible to do while he’s burning alive from Amaterasu.
Jiraiya’s summons can all be controlled by Genjutsu. We know the MS is enough to control Kurama, and Sasuke could control Manda without the MS, so toads are no issue.
Problem with Frog Song is that it takes too long to use, and Jiraiya never opts for it immediately. First, how does Jiraiya even get into SM in the first place while being pressured by Itachi? Second, he needs to retreat in order to use it which he needs a good location such as Ame’s pipes to do so. Tayuya’s Genjutsu is instant. Jiraiya’s isn’t.
He also only one-shotted Konan because oil made it impossible for her to scatter. In other words, he hard countered her. Meanwhile, Itachi stomped Orochimaru even without hard countering him.

Two things you got wrong about Jiraiya's abilities...1.There is no power difference between imperfect and perfect sage mode. The only difference is that Jiraiya couldn't balance nature energy with his chakra thus producing toad features. Perfect sage mode is a balance between one's nature energy and chakra thus producing changes around the eyes. Naruto was able to lift the Gamabunta sized stone statue as an imperfect sage(the same as Jiraiya). 2.Jiraiya doesn't need the toads to go into sage mode, he needs them to maintain it indefinitely. The normal time limit to remain in sage mode without overcoming the time limit is 5min. Ch.410 shows Jiraiya in sage mode without the toads on his shoulders. automanga.com/manga/naruto/410/17. Now, Jiraiya would definitely try to become stronger after seeing Naruto perfect Sage Mode. He'd atleast figure out how to achieve perfect Sage Mode himself. But when he summons MA and Pa, he'd still be an imperfect Sage because they continuously suck up nature chakra and give to Jiraiya so that he can be Reckless with his chakra. That's the whole reason he summoned them when he went to fight Pain, because if he hadn't summoned them he would have lost Sage Mode very early in the fight and most likely lost. But if he had the Intel that Naruto had against Pain when he went to fight himself, Jiraiya would've easily stomped Pain right there in the rain Village.

One thing people never bring up is that jiraiya’s entire job was intel on the akatsuki , it’s members and ESPECIALLY those from the leaf that joined them. Everyone discounts what jiraiya said “how about I just kill both of you right now” and think it’s because he didn’t know thier strength. His entire job was to know who they were and how strong they were. He knew exactly how strong both of them were and still challenged them with NO HESITATION. He wasn’t bluffing , he understood what he was up against and still believed he could not only win but win with basically no diff. Jiraiya is the epitome of the perfectly balanced naruto character. He doesnt have any hax all his powers are the results of jutsu any one can truthfully learn. He didnt need any kekkie genkie. He was just legitly amazing.

Actually Jiraiya does have some hax abilities. He can touch you and turn you into a Frog. There are no limitations put on this technique. And he can drop a giant toad from long range at any height right above any target instantaneously!

I enjoyed watching sasuke fight before he got m.s. afterwards it just got progressivly more boring. I missed seeing his hold fighting style. After ms and especially e.m.s if he needed a win he just essentially stared his opt to death. Instead of coming up with strategies...

It is not instant. You are assuming it to be instant, you can stop all the hype now. Jiraiya cannot choose the height according to the Manga/Anime. Otherwise, following your simple flawed logic, Amaterasu should be burning as hot as the sun. You can't take a Databook statement as relevant and valid unless and until it is approved by the Manga and the Anime. There a lot of inconsistencies in the Databook.
Even in the case of Minato, the toad didn't fall in an instant and this was the same when Jiraiya did it. The 2 canonical sources oppose you and prove the Databook statement false. Unless you are going to tell me Databooks are consistent and so going by your logic, Amaterasu is definitely burning as hot as the sun.
I am just repeating this. We already discussed this before and you already agreed to me and yet you still use it as an argument. If this technique is as OP as you mentioned then why can't Jiraiya use it? Instead only shown one time and that one time, the toad did not fall in an instant and it fell from the sky (several meters away). At this point, you are denying the canon.

I think Jiraiya is from the Hatake clan, bc him and Kakashi share a very fond relation with each other, and Jiraiya as a kid wore a similar pattern robe as the pattern on the White Fang's shoulder. This would explain the white hair, and natural prodigy, and mastery of alot of chakra natures. I think he's the White Fang's kid brother/Kakashi's uncle. If he isn't Hatake, he's a Sarutobi for sure. Orochimaru is an Ototsuki, remember the ninja that was floating up the river around Hashirama and Madara? He was an Ototsuki, and I think this would explain Orochimaru's white skin, access to chakra natures and immense power and chakra levels. He obviously isn't a full blooded Ototsuki like Kaguya, but a mixed one like Toneri. Tsunade is a Namikaze, and she is the mother of Minato. The reason I say this is bc she is never called Tsunade Senju, meaning Hashirama had a daughter and his daughter married into another clan, be it the Namikaze. Then she gave birth to Minato under this name, which would explain Minato's hair, Naruto's resemblance to Tsunade's younger brother, and the insane chakra Mianto had on top of his genius, which would make since if he was actually a descendant of Hashirama, and had both Senju and Uzumaki blood.

With the exception of the Senju-Uchiha relationship, Kishimoto never really expanded the lore on the war era. Besides, the Senju fucked their way into making the bloodline disappear, so it's not impossible to think that they were on good enough terms with the Hatake to cohabit, even before Konoha. Just my two cents.
Jiraiya is a very underrated and imo under-valued shinobi. He trained the fourth and seventh hokages (Minato and Naruto) Plus he had a real chance to be hokage himself. He of all leaf Shinobi deserved a stone face statue.
He wasn't underrated, he was asked to be hokage multiple times and he said the fire nation lord was basically going to force him to be but he died. Hard to say someone is underrated like jiraiya given the circumstances.

Just to lay this out, I KNOW that Itachi could probably have defeated Jiraiya and only said he couldn't because he was a spy, HOWEVER consider this: Kisame estimated that "Both the seven swordsman of the midst and the Uchiha clan will have their name's druged through the mud" if they fight him. However strong Kisame thought itachi was, he assumed they wouldn't even stand a chance.
Don't underestimate Jiraiya just because we didn't see his full potential
Strongest of the Legendary Sannin? Weakest? Nah, they’re all equals and I dig that about them. As for how he might have improved or declined with more time to shine, I think Tsunade and Orochimaru seemed to kinda plateau and probably so would he. But he’s certainly my favorite of the three. And I wish he could’ve become Hokage, I honestly think he could’ve been among the best of them. He didn’t want that kind of power and responsibility, that’s exactly the kind of person you wanna trust that power and responsibility with because they respect how serious the office is and won’t abuse it. Never give power to the people who actually want it. (Looking at you, Danzo...)

Actually they really are equal. Literally based on a Japanese version of rock-paper-scissors. Or rather, based on some pretty cool folklore that inspired that game, which I highly advise people look into if they haven’t. The whole series is chock full of neat references to Japanese folklore and history.

Orochimaru is the smartest.
Tsunade is the strongest.
Jiraiya is the wisest.
But ultimately they’re equals. Like Naruto and Sasuke, they may not always have been evenly tied necessarily, and they each have different strengths, but in general still equal.

Basically pain knows jiraya very well, jiraya has no intel on the six paths, even their abilities, plus they are fighting in pain's territory which is a huge geographical advantage
