There was a question there somewhere of "Where's Charlie?" and before that, the person was leading the question with talking about "if God came back and brought back Kevin..." Um, the Winchesters salted and burnt the body, so she's most likely in Heaven. Kevin was stuck to his father's ring and was with his mom, hovering over her as a spirit. God only brought his spirit to the Bunker and renewed his physical projection as a spirit to the Winchesters before he was finally raised to Heaven. He wasn't able to go to Heaven because Kevin still had unfinished business - he wanted to check up on his mom. His whole entire life was surrounded by her and he couldn't exactly let go of his father's ring. Nothing ever tied Charlie down on Earth, and she did die for a second somewhere in the Oz episode before coming back to the living.
Actually Kevin wasn't able to go to heaven because of what Metatron did. He stuck around and went home with his mom until they could find a way to reopen the "door" to heaven.

His spirit is locked onto his father's ring and he was with his mom, watching over her because he's all that she has with all of what she has of her husband (son's spirit and husband's ring).
