The BoS didn't leave Lost Hills until after the Vault Dweller showed up. I can't remember whether or not it was right after the game or a couple years later, but it definitely was not 60 years prior in West Virginia of all places. And the lore of the BoS is a little bad honestly, they make up for it by being awesome. If I remember correctly, Maxson just made the entire hierarchy, aesthetic, and goal, in just a couple of months or less, then invited his military friends to join him, and then they were inbred losers for 60 years, then the Vault Dweller showed up. He finished making it not too long before the nukes dropped, so there is no chance that some guy in West Virginia decided he would steal everything Maxson came up with, and invite all of HIS military friends to join the BoS.
At this time in the "Fallout history", the Brotherhood was isolated from the outside world in California. Bethesda writers, seemingly incapable of coming up with new iconic factions, "retconed" it so they could show up in the East Coast at the time this game takes place.
I'm not gonna say New Vegas's factions are perfect because factions like the Legion got the abrupt end of the stick when it comes to the development time of the game and ended up undercooked in a lot of areas. But even with that, they are far better written and better integrated to the story than Fallout 4's dumb factions to their story of their game.

It should be noted that, on paper, the OG Fallout76 story is in fact surprisingly good...but holy shit was it "presented" in the most awful, ass-backwards, tedious, boring way imaginable. Quite a shame too, because if the game was made in the setting where all of the dead factions were alive and had all of the obscurely hidden background lore actually take place as the game's events, it would be some serious 10/10 stuff.

I find that gives me things to do when I exhaust new content. That being said, I do agree that they need to keep the momentum going and keep releasing new content. Wastelanders was incredible but we need to have small questlines released in between major quest updates to keep players going. Content like Daily Ops are fun distractions but there's only so many times you can do those things.

The main problem was that much of the (rather surprisingly well-written) lore is scattered in a way where it's easy to accidentally get the order of events jumbled up, and previously the holotapes couldn't be replayed which also accidentally got cut off by various local event announcers. So rather, the explanation is there but the method to listen to it was accidentally difficult to get in the intended way.
Which is a huge shame because if there was some sort of lore codex in the menu that had bits of it unraveled by finding the holotapes to put things together easier, the full story would finally be able to appreciated.

Lyons Founded his chapter in the east in 2255; The Appalachian Chapter was formed after contact was made via/satelite communication which would have been impossible for the first few weeks after the bombs dropped due to EM interference in the atmosphere if we're talking realistically which is addressed here.. just because you don't like the expanded detail given to the early years of the bos ((which really hasn't been touched on mind you since the early days of the series.. and so expanded lore.. is very.. nice even if you don't seem to have a mind for it clearly.)) The Isolationist BOS/Culty BOS we're familiar with was the result of maxon's death his predecessors such as his son as explained here memorialized him after his passing but had a very different view point. which lead to isolation. the lore makes sense.

    In few words:
-They ignored the Eastern BOS the 1st time to create a BOS-subdivision in F3 (lyons) that had exactly the same lore problems (dont follow the typical brotherhood codes, they aid and share technology)
-They take the Eastern BOS Airships Idea to use it on F4
-Now some other BOS comes to apalachia... (West? Chicago Detachment? Another One?)
-Knowing Bethesda this brotherhood wont be the elitist motherfuckers they tend to be, so I can imagine for a third time a super-kind Brotherhood giving presents to every wastelander just because they lived in a Vault... (instead, they would be opening the vaults, taking every piece of technology and leaving the area to his fate)..
The most interesting topic here is what they are going to do with them... There could 3 posibilities...
A- Is another brotherhood.. they could do anything, (would be a joke, made little sense but could lead to unexpected moves/story)
B- Is part of the chicago BOS: (they could and probably should die here so it never again apears on lore, just what Bethesda wants related to this part of the lore)
C- Is the expedition coming from the West that over in DC/F3 (made zero sense... they reached that area 150 years later and appalachia is very close to DC to require such amount of time... 100 years fighting the scorched? I see that improbable...
Seriously if its not B (what I really think Bethesda would preffer to avoid) I dont know how the hell they expect to fit the holes on this... I only consider B as they maybe consider "we dont care a shit about F tactics, so lets kill this brotherhood so we dont have to hear about them again... If this happen the BOS are not going to come as saviors but as motherfuckers that need to be killed... however I Still dont have any idea how they could manage this plot on a place full of scorched... one o 2 or there is no story expected (they come, say hello and nothing else) or they just eliminate the scorched and became the new enemies.... I really cant imagine any other belivable explanation... And I really hope this wont be C, but they reused so much content from fallout 4 that I wont be surprised that they did this just to put an airship on the map.
Sidenote: I am the only one what would see WAY MORE BELIVABLE this would be related to an enclave expansion force moving to take DC (or coming from this one, maybe to get control of nuclear missiles) rather than place again the BOS in the game because fanservice? especially by dates... They could also be interested easily by the scorched, like learn how it was so contagious (and later use it on the Curling13 development) or to apply this creatures into their Bio-weapons research division, just like the ones seen with deathclaws... this could also easly be bound to their technology of "mind control" (they used to control deathclaws on f3 with technology) as the scorched has some kind of link between them if I dont remember it wrong.

The point of the Brotherhood is that they want to preserve technology and knowledge. The Brotherhood doesn't want and doesn't care about state building. They figure that someone else will do it. They're an army devoid of an state. They are not conquerors, they are metal monks. They want to preserve technology in order to prevent a new Dark Age. One bureocrat is one man that could be researching old world schematics instead. Resources spent conquering could be resources spent retrieving technology or making new tech.
Their real problem is that by the time of FO2, the Brotherhood already fulfilled their mission. They preserved knowledge, protected people from the mutant threat, and then they carefully introduced technology into New California. They never figured what to do next after that. They could have become part of the NCR, but they didn't want to. The dissidents wanted to open the Brotherhood to outsiders, and then they got sent off in deliberately faulty zeppelins to the Midwest. Then the "Let's take technology from the primitives" idiots took charge after 2.
Even the Midwestern Brotherhood, who did engage in state building, did it in a very feudal way - requesting men and resources from those underneath them, and in exchange engaging in protection and trade. The East Coast BOS pretty much built a Ordenstaat by accident.

Your telling me the BoS went to Appalachia this early in the timeline but took another 150 years to reach D.C.? I'm glad Bethesda is seemingly going back into the era of the original Fallouts but having the BoS active in this part of the country this early on doesn't make much sense. The only way I can see this fitting into the lore is the Appalachia BoS being completely wiped out and forgotten by the events of Fallout 1. Otherwise it wouldn't make sense for the origins of the Capitol BoS coming all the way form California.
