Pursuit suspect taken into custody after bizarre chase

- A man police believe is a local gang member stole an SUV and led police on a wild police pursuit in South L.A. Thursday.
The chase, seen live on FOX 11, started on 55th and Avalon and lasted a half-hour. It involved the suspect in a red KIA Sorrento doing donuts, speeding, stopping on the middle of the freeway and high-fiving random homeless people.

or just get an anti-hijack system. if the door opens and closes while the engine is running, it will run for 20 seconds then make a beep. If you don't hit the secret switch, the engine switches off. standard on most cars since the 2010s

The owner is not going to get a damaged car back they are getting a totaled car back. I would be very surprised if their insurance company does not end up deciding that the car is a total loss.

So, what happens when either a stolen car or an unsuspecting vehicle is damaged during a pursuit? Does PD compensate for the damages, or are the owners of those cars screwed?
Owners are required to have automobile insurance. This insurance would cover damage from and to the motor vehicle. The owner would file a claim with his insurance company.
Not rocket science.

I would first seek legal advice from a practicing attorney.

I’m sitting here watching this getting angrier every minute of this crazy guy do what he is doing and putting others life in danger. Yelling at my phone of his stupidity and what he is doing. Don’t do the crime if you can’t handle the time or don’t want to do the time. I hope he goes away for a very long time. Thank you to all the police who try to stop theses chases in all the states. Well done for your work and trying to keep others safe through the chases.

Chico Malico NYC isn’t really structured for a police chase. All the streets are tightly packed. Everything is more condensed there.

@@jerryparisi2885 For a lot of reasons actually. Sometimes it is due to department policy. Some departments do not allow pitting or other techniques, such as going in front of the suspect, which forces these officers to have to deal with such thing. This was very visible in a pursuit where the driver was constantly messing with the police by going slower than a bicycle and the police could do nothing but follow him like pets.
Another reason for this is of course risk. This is also why you always see them stack and stay at their vehicles instead of jump straight into the car to drag the suspect out. They do not know if the suspect is armed and could shoot. If you drive head on with the suspect, there is a high chance that if he is armed, he might shoot at you and you would be in a very bad position. Additionally, it is DEFINITELY not beneficial to the officer blocking when considering crossfire. If you do not know what crossfire is, it is basically referring to the bullet having the risk of striking another person in the scenario of a shootout. Since the officer who would block the vehicle would be head on with the suspect, all other officers would be directly in front of the officer, which would make a parallel path between them. If any of the officers had to shoot at the suspect, there would be a high chance that they would also strike the officer, which is definitely a no-no.
(If you need to visualize crossfire, imagine facing exactly North towards a suspect who is facing you while aiming your gun at him. Right behind the suspect is another officer facing exactly South and aiming at the back of the suspect. If you were to fire a shot, there could be the potential of missing the suspect and instead hitting your fellow officer. Now imagine this factor multiplied by ten, and you get why crossfire is a big problem in such scenarios)

Interesting differences between countries. In the UK they use 3 cars to ‘box’ a car in and force the driver off the road. One in front on the brakes, one behind, and one to the side so there is no chance of escape. They tend to not do the pitt manoeuvre. In this instance there were plenty of opportunities to do the box manoeuvre and it would have been very effective in the lower speed chase. Each strategy has pros and cons but it seems to me police training should include multiple methods for getting a car off the road.
This is definitely a very nice and useful technique, but when it comes to the United States, there are many risks involved. When in a pursuit in the United States, almost all suspects are considered dangerous and possibly armed until they are placed under cuffs. That being said, (and looking at previous incidents), going in front of the car to stop it could have the potential of being shot at, and the same goes for the side driver.
Another reason would be after they stop the vehicle. Most pursuit follow the High Risk Stop formation in order to optimize cover, access, mobility, and sight. This procedure needs all the vehicles to be behind the suspect. When you have 10 officers pointing the guns at the car, the officer in the front of the car would be at a high risk of crossfire. Moving to the other side would also be very dangerous as he would most likely have to walk in the open and that could possibly be game over for the officer if the suspect was armed.
In countries where guns are not legal or easily obtainable, techniques differ. Of course, certain safety procedures are still followed, especially if the suspect is suspected to be armed, but most of the time people do not fear as much that the suspect will be armed. I live in a European country where guns are illegal and I can definitely tell you that seeing an armed suspect is definitely a rare sight. Although pursuits happen rarely (with another reason being that police are rarely on the road), they follow different techniques since the danger of a firearm is not as high as it would be in the U.S., where someone could buy a firearm with quite ease (if they meet the requirements to do so, which if you are a United States Citizen and above the age of 18, it should be pretty easy).
To sum up, although I do agree that some of these strategies would have been effective, they do tend to differ on effectiveness from country to country, especially when the risk of a firearm is so much higher. Another thing I forgot to mention is department policies, which a lot of times could prevent the officer from going in the front in order to box him in. This is very vivid in an older pursuit where the car was driving at speeds of 5 MPH or maybe a little higher or slower, and the officer could do nothing but follow along at a small distance. At times, the driver even stopped, only to go back to his 5 MPH chase. The person clearly knew about this as he was waving at people outside, eating, and doing other stuff. In the end, he picked up speed and a SWAT vehicle went ahead and said "frick it" and pitted the suspect, in which they then extracted from the vehicle and arrested. Either way, it is good thinking, but sadly such techniques might not be as effective in the United States.
@@jamesanderson6557 I have seen plenty of videos of US police ramming or blocking in a suspect’s car from the side or front, so while I understand the concerns with firearms, US police don’t totally avoid those front and side directions.
It's all insanity. First, once the police label the car as "stolen", they thereby supposedly justify endangering lives and property throughout the city. Then after a long and wild pursuit they wreck four cars while trapping the perp. Is justice served? There must have been a million dollars in officers and helicopters and other resources applied to that chase. The word 'stolen' has so many grey areas and connotations which they ignore in their righteous enthusiasm for the chase. Law enforcement for everyone else was non-existent on that day cause the cops were way too busy chasing a "stolen" car around and around in the city. That same million dollars, applied to the local homeless' needs, could help avoid a whole lot of 'stolen' cars and other stuff. Finally, I think the cop's priority of always putting their own safety first, besides being extremely expensive, invites contempt and encourages aggression. I mean, who are they protecting and serving? Themselves and their masters, that's who. They see the rest of us as adversaries. Public safety be damned.
