Maybe because it is a close spawn, that leads to an incredibly short rush distance. On todays maps, the rush distance is larger and the more greedy option (hatch before queen) is possible.
zealots do counter lings, but if the zerg is building lings and the toss is splitting stalkers and zealots, then the lings will almost definitely outnumber the zeals at least 6x which is plenty to clean them up, besides that, the zlings was just an example, it could well be roaches backing up the lings, so when the lings pull back the zeals are pulled in to the roaches while the stalkers hang.

The fact that overlords are such low priority targets disproves it in the beginning, as soon as anything else gets into view, it'll get shot at instead of the overlords. Regardless, by the time they should even try to go up the ramp, they should have a big enough army to kill 2 overlords with ease.

the point is to make the micro for something menial, at any time their stalkers are out of range of the zlings (for example zlings pull out) they will target the stalkers while the zealots will pursue the zlings.
