Yes. Both! For adults you'll want to look for "non-traditional" student scholarships. College students have lots of opportunities to win scholarships as well!
Do Dual Enrollment high schoolers count as college enrolled?
No. Most dual-enrollment students are still fulfilling high school requirements and aren't considered enrolled in college.

Absolutely - there are scholarships that don't require any sort of GPA and scholarships that do ask for GPA, but don't necessarily award it to the applicant with the highest GPA. For those, the rest of the materials you submit (for example, an essay) weighs more heavily.

Hi!! I wondered if colleges are more likely to admit a student whose parents are just writing checks for college vs. one who gets a odd combonation of scholarships, Plus loans and grants.
It depends on the school. Some schools are need-aware and may take this into account when admitting a student.
