When you get on it, it’ll ask you to put it into recovery mode. On that screen will be 2 other options select, “reduced security” select that and go from there. If you don’t have another computer with you then select “not now” at the transfer screen (I believe it is). Once you’re in, you can update the computer. This is what worked for me
This helped me. After doing this I had to restart the Mac, and then enter into recovery mode again, after which I erased the disk and installed the OS.
I don’t think Indian Batman here knows exactly what he’s talking about. Because the issue has nothing to do with your date and time, it’s your internal utility drive.

I was getting this "error occurring while....." on my iMac 2011 after replacing my SSD and this what did. I Create a bootable usb install drive with Catalina (you can find on youtube you will need another mac to do this part). When is done just plug the usb on the mac that needs the repair, keep pressing option key when your turning on the machine. The Usb bootable will pop up, select and let it run. Worked for me.
