Apparently, in this anime you couldn't do a "Citizens Arrest" or Civilians initiating arrest of criminals even if you have quirk (basically what Deku, Todoroki and Iida did to Stain). Technically you could if you have license to use your quirk. But without license, you couldn't.
There's actually back story to some characters in a Manga called My Hero Academia Vigilantes, tha follows he story of another protagonist and is set before Deku even joins UA, there's a lot of familiar faces in th manga, thing is, if you ever do check it out, I suggest you do so after you're caught up with the show
