Because Hera was in Feudal and the opponent was still in dark age so Hera’s scout dealt +2 damage.

@Jamesh-riffs I thought that too at first, but both were still in dark age for a while look at 4:48.
And a Camel has 70 HP vs 45 of the scout. But I didn't know that the +5 attack bonus of the camel only applies from feudal age.

@uosluy3232 no I found the answer, it's in my last comment. The camel attack bonus against cav isn't active in dark age, only in feudal age it is much stronger. In dark age it only has 2 attack vs 3 of the scout.
