If it's oiled and without water in the boiler to freeze, it's absolutely possible. And the pieces are generally big iron parts that take long to rust into unusable state. Iron also rusts really slowly if it's dry and doesn't really rust at all below zero as the chemical process slows down. That's why you can find pristine wrecks in the arctic where is it's dry and below zero most of the year. So a greased locomotive covered by tarps in some hangar would rust only little from spring to fall. With long nuclear winters and short summers, it's very feasible.
