Is the water repellent fabric good enough to make a rain pull over when it starts to rain?

No. This is a knit jersey that has a water repellent treatment, but it is not meant to be a raincoat fabric. It's a great fabric to wear if you are heading out for a short time (maybe a 30 minute to hour long run) where it might rain and you would rather not be soaked by the time you are done and you don't want to wear a rain coat. I would not consider it my rain coat for a full-day outing. Hope this makes sense and explains the subtlety!
