The tragedy is that under different circumstances, he and Valjean could've been friends. We see here that when there's no loaf of bread or parole-breaking, Valjean is _exactly_ the kind of man Javert respects.

When Valjean said “Your face is not on that I would forget” it was a reference to when Javert said “Do not forget my name” in the first scene of the movie.
Les Misérables is a story about integrity. Jean Valjean shows it over and over. He gets impossible dilemmas, and he (after the scene with the bishop) chooses to do the right thing time after time. But the story questions right and wrong by showing us the right thing is not always what you would think. The other character that shows equally much integrity as Valjean, is Javert. Except he has based his life on following the law, with no concerns about the actual people affected by it.
Correction, this song actually appeared in the original 1980 version but was cut in 1981 because this scene had a musical number where Valjean expresses his backstory, which we see in the beginning of the one that came out in 1981.
