It is recalled that on the load combination assignments, the live load has been reduced by 76% and we considered that only 24% of live load acts during earthquake action. Then on the mass source again 24% is considered to contribute. Why didn't we consider the whole live load like the dead load since we already considered 0.24LL on the combo.

it's simply to introduce for etabs that we considered only 24%LL(mass source)
itz because during Earth Quake, the live loads are not fixed they r movable, so only the recommended amount of the LL is considered.
