There's a lot of things Artemis doesn't tell Minako about. Like how he's raking in the dough with all those Sailor V merch (fun fact, according to Codename Sailor V, Artemis was the one who made the Sailor V arcade machine) and been using those profits to basically fund the Sailor Senshi (I mean, those gear didn't come from nowhere)

I think he didn't tell her her full potential (she even was the leader of the Sailor Warriors during the Silver Millennium), because of Minako's irresponsibility. She accidentally destroyed twenty two storey building in Codename: Sailor V and then just said OOPS. Artemis had to evacuate all the people from the building
