Point of contention: There are flying cars in this universe. They're called AVs. It's what MaxTac arrived in to take out Norris during the opening scene, and they are a luxury item that only the super rich and law enforcement can afford.
One fixture of the cyberpunk genre is to combine a world of extremely advanced technology with a society of extreme class stratification. There are technologies in these worlds that can make people live forever...but only the rich have access to them.
