I wonder if that Double Ice Smash Takedown in a smoke cloud is a glitch. Players can't perform Double Takedown's when the enemies are in the smoke cloud otherwise. I think the devs wanted the Double Takedown to be more difficult to perform, hence why it isn't available in smoke clouds which would make it easier (i.e. Arkham Knight).
