You will have to jump through hoops for most grants, but FACTOR certainly has some of the most time-intensive and competitive programs out there. While they are popular programs, they aren’t the only ones out there so make sure you do your research and see what other options are available to you. Best of luck!
Not right away. You would need to be a permanent resident or citizen of Canada, with an address located here for 12+ months. A PO Box wouldn’t count - you need an actual physical mailing address that matches your government provided ID, and a Canadian SIN number since a grant is a form of taxable income. So In theory YES you could, but it would take a year and other steps to get qualified.

Not necessarily up-front but you typically have to show how you spent all of the funding including your contribution afterwards in your final report. This would include providing invoices and receipts (both not just one) to validate expenses. For greater clarity, if an organization gave you $7,500 representing 75% of a budget and required you had to contribute $2,500 (25%) then you’ll need to have enough invoices and receipts showing you spent $10,000 - 75% covered by the grant and remainder from yourself. Hopefully this makes sense. It’s an example and not always exactly those percentages. Not all grants have a cost share requirement for applicants (aka your portion) but it’s always good to show you have some financial skin in the game since grants don’t want to fund 100% of a project. Hopefully this answers your question!

Look into California Arts Council - Cali has a lot of options for artists, unlike other states. Not really sure what you mean by “business through you as an alternative” - if you’re referring to grantwriting that’s generally acceptable, but someone else can’t win a grant and be responsible for it and give you the money. Funders want to fund artists directly. For example. Let’s say an organization gives Drake a grant to make his next album. He can’t take that money and give it to PARTYNEXTDOOR as a budget for PNDs project instead. Drake is now responsible to create his own project, using the funding provided, and then turn it in, report on it and maintain good standing. If he gave it to PND, he’s still on the hook bc the grant org approved Drake, not PND. Hope this makes sense
