It seems to transcend time itself, since past Njördr was aware of it even before he was made aware of Kvasir. It probably is a legend shaped by Gullveig herself from the future that also exists in a sort of time loop. That, or some other being beyond time inflicted the curse on Kvasir/Seidr specifically, or just on any unlucky vanir who met specific conditions.
Basically it serves to ensure Gullivelg will come to be, and it transcends time and space. Basically only she can wield it, as both Kvasir and Seidr can't manipulate it, as while both WILL be Gullivelg, neither ARE Gullivelg.
@@MysticEleOne other theory I have is the curse is the result of Njördr's failed attempt to forestall or avert Ragnarök, and his actions in the plot of Book VII are damage control, all while trying to gain control of the Golden Seer's power for his own ends.
