Actually, the Ecos is a new band, but not just them, the Flammables also. Celia was a "drug-addict" weirdo character in the first movie, she could be described as Indie maybe, but she wasn't part of any group. They made her an Eco, so that Juno Temple could get more screen time - most of her scenes were cut from the first part, because they are drug-related:)
