As a service plumber in this city, i can tell you the reason the pipe broke, same reason they all do here in vancouver, infastructure money goes to pay these over payed pencil pushers who instead of constantly maintaining and upgrading the infrastructure we let it decay to the point that they are forced to fix it, and then just say sorry and move onto some new buzz thing to latch onto and do nothing about

Well, at least sewage lines are not pressuruzed at least not by much. However, the only way to stop the flow into a sewage pipe is to get everyone upstream to stop flushing their toilets or draining their sinks so you will always have some sewage flowing to the repair site during repairs.

Infrastructure deteriorates at a known rate. Unfortunately, most of the existing water and electrical infrastructure in North America were installed during periods of demographic growth. The 50s 60s and 80s. Nationwide this infrastructure is reaching its expected failure point simultaneously - no conspiracy needed. The problem is shortsighted politicians kicking the cost down the road and diverting preventative maintenance funds into pet projects. The “If it’s not broke, don’t fix it” attitude. Unfortunately, it is going to break eventually. Incremental replacement prior to catastrophic failure is the right thing to do but not politically expedient.
