Well, at least sewage lines are not pressuruzed at least not by much. However, the only way to stop the flow into a sewage pipe is to get everyone upstream to stop flushing their toilets or draining their sinks so you will always have some sewage flowing to the repair site during repairs.

Infrastructure deteriorates at a known rate. Unfortunately, most of the existing water and electrical infrastructure in North America were installed during periods of demographic growth. The 50s 60s and 80s. Nationwide this infrastructure is reaching its expected failure point simultaneously - no conspiracy needed. The problem is shortsighted politicians kicking the cost down the road and diverting preventative maintenance funds into pet projects. The “If it’s not broke, don’t fix it” attitude. Unfortunately, it is going to break eventually. Incremental replacement prior to catastrophic failure is the right thing to do but not politically expedient.

Yeah, it's been happening in New Westminster well before it happened to Calgar or Vancouver. I think the tons of unrelated-to-sewage city constructions might have contributed too. There's a new bridge being built connecting to New Westminster after all.
