She literally watched first hand as the Queen of Naboo and as a Senator, how things like liberty and justice were nonexistent. In fact she even uttered traitorous words about the Republic and talked about how she wished she could make Naboo leave the Republic because democracy had failed. It was one of the major contradictions in the entire plot. Half of her characters air time was spent talking about how the Senate didn't work. From everything in the movies down to the Clone Wars, she had zero faith in the Republic or the Senate and then she delivers that ridiculous line when Sidious is given UNLIMITED POWER!!! She was pushed as this "Champion of the People" yet her entire time as Queen and as a Senator she only had a single 10 minute conversation with a regular person.

She knew the Senate was always corrupt and that because of that the Republic's corrupt democracy failed the Senate. In fact the only slaves we saw in the original trilogy were those of Jabba the Hutt who was an ally to the Galactic Republic. The Republic supported a gangster and a slave owner. Then what do we really see the Empire do? Take everything they did in Rebels. They go to arrest some alien who doesn't have a business license or a county health card for selling fruit in a market yet they're the bad guys. That alien could have had an alien version of hepatitis and fruit infected by parasites, yet they're the bad guys for trying to arrest him for illegally selling fruit. They send criminal Wookies to a prison. They carry out Imminent Domain on a farmer and arrest him for failure to recognize the imminent domain laws. The Empire got stuff done when the Republic failed the people. Heck from everything we've been shown only about 5 of the thousands of Senators gave two craps about anything.

Was a plan ever considered to put a new Emperor in control of the Galactic Empire after Palpatine's death or was the plan always to just disband the Empire in the case of the Emperor's death?
Ethan Bridges The Empire was supposed to go on, with red robots with the emperors holographic face on it giving people orders. The emperor also tried to make clones of himself and transfer his consciousness to them when he died, but I don't think that's canon anymore. The Emperors plan only sorta worked because power hungry officers tried to take his place, and ended up splitting the empire into multiple groups, many of which were constantly trying trying to gain territory and/or didn't have their own Palpa-bots. This will be better explained in the next battlefront game, as the whole campaign is completely canon.
