My theory is that this "Confrontational Emotes" setting is Epic slowly re-introducing the concept of Age Restricted Cosmetics again but this time the way people WANTED it work from the beginning. i.e. It's up to the player to decide whether or not they can or cannot see this "Offensive" Cosmetics and it doesn't take away from the other players from using those cosmetics. I suspect they'll eventually add more "Confrontational Emotes" to the list and eventually make "Hide Offensive Cosmetics" as a setting in a future update too.
