I heard another, slower version of this track on Spotify by the same artist dating 1976. Couldn’t find this version and the vocalist sounds different too. Thus, I wouldn’t be surprised if this a remixed, early 80s version...

It's New york city in the 1970's and 80's
South Bronx was mostly burned out & abandoned in those days. Kinda looks like Detroit or parts of Baltimore today.
Most likely demolished in the 80s and is probably a new apartment development
