I Hope he gave you a tip. That was an instance where a tip would be appropriate for sure. You were under no expectation to actually remove the line from his prop and thus allow him to get back to boating.
This must have been prior to the overturn and parbuckling video you posted a couple months ago. If if was after he sure did a lot of work to get it seaworthy and functional again.
That boat was original inboard with descent freeboard. Someone as done a cheap and nasty conversion to outboard by cutting out transom. If there had been any current, boat would been stern on to sea and flooded in seconds. Don't need anchored rope caught in outboard for this to happen, can be anchored by bow but need stronger current.
