From my understanding, the top right white button is set to keep the amps at whatever you have it set to without any pedal input. That setting is more for a trigger control. Try putting it on the bottom setting and also your pulse setting is on.

I had a similar problem , Lincoln local tech did a firmware update and took care of it.
