I think the counters as finishers are liked so much bc it feels so rewarding. If the enemy is low they will be trying to be defensive so less chance of a counter.
While I agree this may be the case for preys peril, atomic samurai counter is objectively the coolest finisher in his kit, with impact frames, animations, it’s just so cool.

Its a finisher move, it will occur if u attack a low player with 1 of ur skills.
Like jet dive for example, if u attack a low hp player with jet dive, an extra animation will occur or know as "finisher".
