...and in verse 46 they go on to say, “And we used to deny the day of requital (yōm al-dīn).” We did not believe the day of judgment was real. - So the passage is clearly speaking about disbelieving people.

The only other verse (besides the one you took out of context) that people quote is 19:59 ("[After the prophets] came a generation who neglected prayer and followed lusts and will meet with perdition"). But if you open any classical commentary on this verse...for example, Tabari, you'll see that there wasn't any agreement on what/whom this is referring to. Sure, some said it refers to delaying prayers past their allotted times, but other exegetes said it refers to people at the end of time who won't worship God and will copulate in the streets, living hedonistically (just focused on self-gratification), with no fear of God or respect for their fellow human beings! And again (just like with 74:46), the following verse here, 19:60 ("save those who repent, believe..."), also indicates (as some Quran exegetes noted) that believers are not included in this.
