It's definitely used to tension chains, you can see many examples of these on German WWII Tanks. The only difference is the WWII ones don't have a hole in the middle but they are the exact same shape and usually found stored on the hull.
How can you say it's a pneumatic thermostat base without mentioning that the thermostat is missing? The sign is obviously left over from when there was the thermostat mounted and people kept messing around with it so "please do not operate/change the thermostat setting"
