Blackbeard wasn't known to the world. So at the time he was stealing whitebeard's power, admirals might have just underestimated him. Or, admirals just ignored him because Sengoku was there.
Likely the latter. The other pirates were trying to escape, but the Navy wanted to commit genocide on all pirates.
I mean admiral still need follor orders, and Sengoku was the one calling the shoots.
Blackbeard was tactically on "their side" and the objective had only been to execute Ace and survive White Beard.

No. Blackbeard wanted to Bring luffy's head on the navy. It was a coincidence that ace went to him, and change his mind. And I doubt He knows ace and luffy dads. So the war, definetely wasn't Planned by blackbeard. He Just Planner to free strong prisoners from impel down. @@martinfranchini7488 BB's plan involved both taking a head worth 100 millions to the government and finding a way to get Whitebeard to come to him. He definitely didn't plan on being able to do both at once, but Ace gave him an opportunity to do it. But once he realised Ace wasn't joining him, he absolutely planned this whole war.
And we know that actually, he intended to kill Luffy because his bounty is dead or alive and yet he left Ace alive. Sure he does say it's by respect for WB (and I'm sure that's in part true) but it was mostly to get this war going since it would be his absolute best opportunity to get WB's fruit.
BB hasn't been planning this war from the beginning, but he has been planning it since Ace caught up to him.
He didn't _really_ plan it considering his original plan was to kill Luffy. He's just an opportunist who makes the most out of every situation
Now you know why he wanted that fruit so badly.

It's incredible to me the way this plays out because the war was technically a "victory" for the World Government, but in trying to get rid of Ace and Whitebeard, they accidentally opened up a slot for Blackbeard to take Whitebeard's spot, and where Whitebeard was a relatively passive and arguably benevolent force, Blackbeard is far more chaotic, destructive, and above all, active. On top of that they gave Whitebeard a platform and the perfect level of spite to declare with his dying breath that the legendary treasure that the world has been wondering about is 100% an attainable goal, inspiring an entirely new age of piracy. The World Government can't seem to learn that every time they try and take out the biggest pirate in the world, it always comes back to bite them tenfold.
I am not gonna lie, despite how cowardly move Blackbeard way to fight...he is literally what true pirate mean doing any necessary things to get what he want 🤨
After watching what Teech could do with Whitebeard's fruit the marines must be glad Whitebeard didn't use it to its highest potential

During Jaya, after Blackbeard gave his “dreams have no end” speech to Luffy, Zoro, and Nami, Nami refers to Blackbeard as “he”, and Luffy says it’s not “he” and Zoro finishes the sentence by saying it’s probably “they”. This definitely has something to do with Blackbeard’s capacity for more than one Devil Fruit.
Well we don't know. Luffy and Zoro could be referring to all the weird pirates they've met in town, they might have noticed that they are together. Or they might be referring to Blackbeard, that's totally possible! We still don't know, it's been 500 fricking chapters and we still have no idea what exactly is BB.

What Oda is trying to tell between BB & Luffy is that if you look closely, BB had the same dream as Luffy but the way he do things as a pirate is the sneaky kind and an easy way up. Where else Luffy had to endure pain and understand the meaning of being a true pirates of the sea. He build his way up slowly and hard work.

A bb theory is that he keeps the actual devil fruit inside his vortex, where he can use its power, but he technically didn’t eat the fruit, thats why he didn’t explode

The theory is that Blackbeard or Teach already had 2 devil fruits before having the GuraGura devil fruit.
The first is Zoan (Octopus Type), which allows him to have two other devil fruits such as the YamiYami Fruit and the GuraGura Fruit, as a result he has a total of 3 devil fruits.
And why is the theory saying that he has an Octopus-type Zoan Devil Fruit?
Because an octopus has 3 hearts in its body and has 8 tentacles and has an ugly appearance. Can be associated with the Blackbeard Pirate flag which has 3 skulls and 8 bones in the flag.
Because in general, everyone can only have 1 devil fruit in their body because everyone only has 1 heart, but if an octopus has 3 hearts.

Here is the miscalculation of Navy, they thought pirates would stop if they kill Whitebeard but it's actually gone worse.

The Yami Yami no Mi allows the user to absorb Devil Fruit powers from dead users and assimilate it into their own body, without causing their bodies to explode. It is a "unique" fruit, even for a Logia. Blackbeard somehow caused the Gura Gura no Mi to grow after Whitebeard died, and then consumed it.
There's so many theories as to how he could do it. I like the theory that he trapped whitebeard's devil fruit inside the yami yami no mi, giving him ownership of the fruit while not exactly eating it. There's also the theory that Blackbeard is made up on multiple bodies/souls which allowed him to consume it. I'm excited to see what the real answer is.

It's literally not Sengoku's choice to protect the institution of Slavery. The Marines are, in theory, not directly beholden to the World Government, but rather the citizens, but in reality are more or less under the thumb of the Gorosei. Sengoku going after Whitebeard and Ace is overtly a political move, and he knows it.
