My favorite technique was placing the masks on your face in stages especially the clay(?) masks over the cotton type masks so that there's all the benefits but no mess. I'd really like to try that technique on myself.

Not 100% sure but I believe it's just overall consideration for other people, especially in a customer/employee role. You allow the customer the comfort of the elevator to themselves while you take the stairs. Intruding in their personal space by squeezing into the elevator with them isn't very considerate!
Showing respect to others is a huge part of Japanese culture. She takes the stairs to show Respect to the client. Like a "thank you" for choosing their business & to give the client the best experience. We don't do that in Western culture but in Japan showing respect & gratitude is very ingrained.
