Here are some possibilities I thought of as to why no one can pull the sword (there's possibly more): 1) As others have pointed out, the Demon Lord might not be the calamity that the sword is meant to fight. A possible hilarious irony is that the calamity might've already passed before the story started, meaning this sword will _never_ be used. 2) It's a test of character. If you tried but failed and then immediately stopped being a hero, you wouldn't have been worthy of the blade. 3) The parameters were made wrong. You can't pull the blade until you've already conquered the trial the sword is meant to help fight, making it essential a blade of infinity +1 that you can't even find an enemy to use on. 4) The sword is actually garbage that the blacksmith made and touted as the greatest weapon ever, but developed a flaw that he was ashamed of, hence the sword in the stone bit. It's never meant to come out. Ever. 5) The previous owner is still alive, and it can't be claimed until they kick the bucket. 6) The hero who was intended to use it doesn't use swords and thus, will never pull this sword. 7) The sword was actually meant to get a particular person into a position where the blacksmith could pressure them into marrying their daughter out of obligation.
The sword can be pulled out by the hero if the world was on brink of destruction. That's the final condition probably aside from having a strength and attitude of being a hero.
I haven’t watched the show more than until guillotine but couldn’t it also be that Himmel technically wasn’t the one to land the killing blow and therefore it’s not his to use
Himmel doesn’t need a scared sword when he is already HIM. His mere presence was enough to make demons quake in their boots and even killed trash demons with his HIM energy.
he is not even a "fake hero" he is just not THAT hero. Heck there was another hero during Himmels time while he was out with the gang the hero of the south. Both where heros just not THAT hero (a fake hero is the kind you see in those stories where they kick out a party member for no real reason but then the party member turns out is just really strong. or who have the title but not the real will because everyone told them they were special their whole life and have awful personalities)
A Hero is not Chosen but Born from the action he takes. Life will give you failures and challenges that seem impossible to overcome, but so long as you keep moving forward and have the courage to make a Choice then even a Fake can become something more.

I ready like the message the anime gave us on this scene that is “ANYONE CAN BE THE HERO!” For me it seems like this: You don’t have to be especial to be a hero, you don’t have to be chosen to be a hero. You can be a hero as long as you stay true to your own beliefs and never give up on your goal. So in my humble opinion, Himmel was a true hero and the reason is because, instead of being the chosen one to receive a special power that only he can have, he defeated the villain with his own skills and the help of his teammates thus proving that anyone could be a hero.
And I love how after this scene, Stark just looks back at the sword and leaves with Frieren and Fern, not even bothering to try and pull the Hero's Sword out of the stone. As if Himmel being rejected by the sword; and then going on to defeat the Demon King and save the world anyways, discredited the SWORD rather then Himmel. Really helped Stark build up his self-confidence and realise he doesn't need validation from others, or even a stupid sword.
This was a genius test. Because only a real hero would be humble enough to save the world despite being a fake. Because it’s not the sword that gives you power or the right to rule. But yourself and what YOU decide to do.
Himmel was the actual goat. Shows up in the first episode, you get like 5 minutes with him, he dies, and you cry the rest of the series everytime you see him because he's just a wonderful character
