A lot of the cheaper brands skip randomly and/or it doesn’t show up as well when scanned. It can look bad if it skips cause you basically have to draw over your signature again and it might appear forged
I’m sure there is a supply chain lag there. Everything at the fed level has some lag time between leadership because, even a pen swap, takes more paperwork than buying a car

back in the '90s you could walk into any stationary store, Staples, OfficeMax, BizMart, etc. and buy one for around $40 when they were relevant, nowadays people do so little pen writing no one cares about em anymore so they're more expensive
