planets go beyond the part of you that is in identification with matter/ego. you cannot merge attachment with these energies, the self and the Self/soul. debilitated planets are lower compared to exalted planets in this regard, the afflicted planets particularly will always indicate wounds for the individual compared to a very exalted one, but that still should be used to define the state of attainment of the consciousness of the individual, much less something of the planet - however by that i strictly mean the self and not the Self. consider sun, which is about metacognition with regards to ones thoughts, desires, wounds (the 3rd house, 2nd from 2nd), it is about the knowledge that will take you beyond that identification. the self is what is uniformly bad, although it can be collaborative or uncollaborative. refer to the Bhagavad Gita. i'm intoxicated and thus the poor explanation
