- How to buy a property at 30% discount?
There are a few risks in buying a bank auction property. Buyers should conduct a title check and verify the ownership status of the property. Banks do not become the owner of the property, hence, do not take responsibility for the same as well.
Further, the buyers are responsible for the payment of outstanding dues related to the bank auction property. These dues include municipal taxes, society charges, statutory dues, electricity bills, etc.
Finally, when buying a bank auction property, buyers need to deposit 10% to 15% of the total property value as a pre-bidding deposit. And if they win the bid and fail to pay the remaining amount, they also lose the pre-bidding amount.

pre-bidding ke baad kitne time milta hai generally for doing rest of the payment

Auction house ki value market value se jyada hi hoti he , loan 70% of property value pe milta he lekin auction unke on paper valuation se jyada pe start karte he , bolte to he ki recovery amount ke above ka amount auction se aya to owner ko denge but penalties ka nam leke 90% se jyada amount rakh lete he. As being a bank employee isse bank to acha amount kama leta he but logo ko bank se nafrat hojati he yhi reason he ki paytm jese bank popular ho rha he

You have to pay for bidding and you cannot see the property before buying it so it's completely gambling.
Is one allowed to check the house & gather all information regarding any repairs pending, any taxes pending n how much etc before 1 bids for that house ? How to check authenticity of title deed before placing the bid ? Is it only for houses or for commercial building too ?

You're right, but if he couldn't pay loan than he can't own the house. So, bank is bidding the house. If we buy than we are not doing wrong with that person, we are just purchasing in less price.
