Why Musahino trains do not stop at nishi urawa?

Because the local train MUSASHINO runs on the Omiya branch line used mainly by freight trains. This branch line was constructed to connect between the Tohoku main line and the Musashino line and the rails of the branch line diver near this station.

カーブだからとはいえ、電車がホームから見えてるのに接近放送がずいぶん遅いですねw

カーブというのもありますし、本線を走る列車はポイント通過時に減速するので、十分時間があるからだと思います。

三島と同じ構造と言えるのですかね？

外側2線が通過線（本線）、内側2線が待避線（側線）という面では三島駅のJR東海道新幹線ホームと同じ構造ですね。
